Mesdames et Messieurs,

Afin de consolider les acquis du programme « Plages propres » lancé en 1999 par Son Altesse Royale La Princesse Lalla Hasnaa, la Fondation a lancé une étude de diagnostic et de propositions pour la pérennisation et le développement du programme.

Dans ce cadre, la Fondation a organisé, ce matin Samedi 26 Mai 2012 au Centre de Conférences de Skhirat, un atelier sur les axes de développement et d'orientation du Programme Plages Propres, auquel ont participé près de 200 personnes regroupant tous les partenaires de la Fondation et les organismes concernés par le Programme « Plages Propres » et la sauvegarde du Littoral. Trois thématiques structurantes du programme ont été débattues et ont abouti aux recommandations suivantes:

1ère thématique : Stratégie de développement du programme « Plages Propres » vers un programme de gestion durable du littoral :

Conformément aux recommandations issues de la Conférence Internationale tenue en octobre 2010 à Tanger, il s'avère nécessaire d'orienter progressivement les initiatives et actions engagées par la Fondation et ses partenaires, vers une gestion plus intégrée du littoral, et s'inscrivant dans une vision de durabilité. Par conséquent, il est proposé 3 recommandations :

     1- Renforcer les activités de sensibilisation et de formation des élus sur la gestion durable du littoral, notamment sur la richesse et la valeur du patrimoine balnéaire et son importance dans le développement économique et social

     2- Inciter les pouvoirs locaux, en particulier les communes à mettre en place des entités dédiées exclusivement au développement durable, et plus particulièrement à la gestion environnementale du littoral

     3- Mener une réflexion sur des mécanismes et outils permettant d'alléger les procédures administratives dans le cadre de la préparation de la saison estivale ;

     4- Elaborer et mettre en œuvre un plan de gestion annuel couvrant notamment les plages les plus fréquentées, tenant en compte l'arrière-plage, l'usage et l'implication de l'usager ;

     5- Prendre en considération la gestion durable du littoral dans les documents d'urbanisme et les plans nationaux environnementaux ;

     6- Affecter une partie des recettes générées par les activités balnéaires pour l'amélioration de la qualité du service afin de répondre aux exigences des usagers ;

     7- Développer et tester des outils de gestion appropriés adéquats, au niveau de plages pilotes et reproduire les expériences réussies à toutes les plages.

2ème thématique : Mise à niveau de la Norme Marocaine (NM) concernant la surveillance de la qualité des eaux de baignade et son adaptation par rapport à la Nouvelle Directive Européenne (NDE) :

La mise à niveau environnementale des plages a permis de délocaliser l'écolabel « Pavillon Bleu » dans notre pays, emblème international de tourisme balnéaire. Cette labellisation doit être structurée, pérenne et répondre aux exigences de la Fondation pour l'Education à l'Environnement, gestionnaire international du label, laquelle a décidé d'appliquer la Nouvelle Directive Européenne (NDE) au risque de diminuer le nombre de sites labellisés dans le monde. A cet effet, il s'avère nécessaire d'examiner les voies et les moyens permettant de respecter cette nouvelle exigence. Ainsi, il a été recommandé ce qui suit :

     1- Renforcer des actions d'Information, de sensibilisation et de formation sur la NDE au profit des gestionnaires, des usagers des plages et de la population locale ;

     2- Elaborer un plan d'actions prioritaire permettant la mise en œuvre de la NDE notamment pour la détermination des profils, les travaux de dépollution... pour les plages labélisées ;

     3- Prendre en considération la NDE dans l'ensemble des programmes nationaux, notamment dans les programmes d'assainissement liquide et la gestion des déchets des zones du littoral.

3ème thématique : Procédure de mise en œuvre des Trophées Lalla Hasnaa « Littoral Durable » :

Pour accompagner l'évolution du programme « Plages Propres » vers un programme national de gestion durable du littoral, et répondre, ainsi, aux attentes des acteurs du terrain et des partenaires de la Fondation, une nouvelle procédure de mise en œuvre des Trophées Lalla Hasnaa a été présentée et discutée lors de cet atelier et a démontré que cette évolution consolide l'esprit des Trophées Lalla Hasnaa et adopte une démarche d'innovation en récompensant des initiatives inclusives, participatives, utiles et concrètes, en faveur de la sensibilisation et l'éducation au développement durable.

Tenant compte des exigences de cette nouvelle évolution et du processus de candidature élargis aux nouvelles catégories et à une échelle nationale, la périodicité de remise des trophées sera étudiée et soumise à discussion à l'ensemble des acteurs concernés afin de permettre une égalité des chances à tous les candidats.

A cet effet, il a été recommandé d'organiser des ateliers d'information présentant les modalités, les procédures de candidature et de constitution des membres du jury du Trophée Lalla Hasnaa « Littoral Durable ».

Ladies and Gentlemen

To begin, on behalf of Her Royal Highness Princess Lalla Hasnaa, President of the Mohammed VI Foundation for Environmental Protection, welcome to the Lalla Hasnaa Awards Ceremony for the 2011 Clean Beaches program.

This event, which has become an annual event, allows us to reflect on the Clean Beaches program assessment and evaluate its results. It is also an opportunity to reinforce all efforts that focus on sustainable coastal development, as desired by His Majesty King Mohammed VI, may God glorify him.

Thus, by sharing with complete pride the compelling results that this program has been able to achieve, it should be noted that the exceptional success of this program's activities is due to the effective involvement of all foundation partners, whether it be public, private or especially local authorities and communities and the relevant government administrations.

Ladies and Gentlemen

This program that Her Royal Highness Princess Lalla Hasnaa initiated in 1999, has attained significant milestones that have enabled it to achieve the objectives and the strategy defined by Her Royal Highness Princess Lalla Hasnaa. This program began with the management of the Kingdom's most visited beaches, to become a program encompassing the majority of them through campaigns to equip certain beaches with cleaning machines and equipment. Today it has developed into a program that teaches the fundamentals of sustainable coastal development in the Kingdom, in collaboration with all stakeholders.

Since its launch, this program has experienced several historic milestones including our membership in 2002 to the Foundation for Environmental Education, and in 2005 the implementation of the International Blue Flag label making Morocco the first Arab country and the second in Africa.

 

The naming of HRH Princess Lalla Hasnaa as Ambassador for the Coast by the United Nations Environment Programme is a recognition of the relevance of HRH Princess Lalla Hasnaa’s strategy to improve the environmental quality of the Kingdom’s beaches as part of a global vision of sustainable coastal development, which has enhanced the program’s regional and international prestige.

Ladies and Gentlemen

Today the Foundation has entered a new phase in this ambitious program. A phase that takes into consideration the recommendations from the International Coastal Conference that HRH Princess Lalla Hasnaa chaired in October 2010 in Tangier, which marked a new direction in Foundation activities for the coast.

The Foundation’s wish to ensure continuity in these constructive initiatives, the hard work to improve our beach quality in accordance with international standards, and as per the will of HRH Princess Lalla Hasnaa to evolve this program towards a level of integrated coastal zone management, have led the Foundation to undertake a national study in order to develop an action plan for the progressive and continuous development of this program, and define future directions of the Lalla Hasnaa Awards open to all program stakeholders.

In conclusion, on behalf of HRH Princess Lalla Hasnaa, please accept our sincere thanks to all stakeholders and partners: central government, local authorities and municipalities, public and private companies, civil society and the media, and all those who contributed in one way or another towards this program’s success.

 
Workshop

Background:

On June 5, 2000, Her Royal Highness Princess Lalla Hasnaa, President of the Mohammed VI Foundation for Environmental Protection, in her open letter for the World Environment Day said that "it is essential to raise awareness and educate our children to respect the environment and cleanliness of where they live, schools, gardens, forests and beaches. This education is consistent with the precepts of our religion which advocates the cleanliness and respect for our environment."

Since then, thanks to the action and commitment of public and private partners, the FM6E has developed programs and innovative projects on youth education, air and climate, coastal protection, restoration of historic parks and gardens, and sustainable tourism, which are aimed primarily at changing citizen behavior in order to raise environmental awareness and foster environmental protection.

In October 2007 in Tangier, the United Nations Environment Programme named Her Royal Highness as an Ambassador for the Coast, in recognition for her efforts. Indeed, she has united and mobilized initiatives for Moroccan beaches conducted under her flagship program: the Clean Beaches program. The goal is to ensure environmental management of beaches, while focusing on environmental education and awareness for beachgoers.

Furthermore, the Clean Beaches program, related actions, and coastal preservation in general have been the subject of particular attention since the International Coastal Conference held in Tangier on October 9, 2010, under the Presidency of Her Royal Highness. Pursuant to the conference recommendations, other important outreach programs were launched aimed at coastal wetlands and the Nador and Dakhla bays.

Launched in 1999 by Her Royal Highness as a clean beach campaign, over the last decade the Clean Beaches program has positioned itself as a true sustainable development program for coastal municipalities thanks to the hard work of all Foundation partners (administrations involved in coastal management, local municipalities and authorities, economic partners, federations, user associations, etc.). Over the years, this important work has resulted in a process of upgrading the beaches to international standards and the implementation of the international Blue Flag label.

In 2011, 64 beaches (spread over 43 municipalities and sponsored by 28 public and private organizations that provide financial and technical support) are involved in the Clean Beaches program including 20 beaches or sections of beaches with the Blue Flag label.

To encourage the best initiatives for sustainable coastal development, the FM6E annually rewards its partners by awarding the Lalla Hasnaa Clean Beaches trophy in recognition of efforts towards development actions and environmental education and awareness efforts at the beaches.
In 2012, after a decade of experience in beach management, the FM6E initiated a study on the strategic guidance and development for the Clean Beaches program to become a national program of coastal management in which all partners are involved.

This study has resulted in interesting conclusions, wide and varied, which need to be considered and shared with all partners for implementation and enrichment.
In this context the FM6E proposes to organize a workshop to present the results of this strategic study and two other structuring and development priorities for the program, including the:
                   - Upgrading the Moroccan Monitoring of Bathing Water Quality Standards in relation to the New European Directive,

                  - Future direction of the prestigious Lalla Hasnaa Clean Beaches Trophies towards a new definition of the procedure for operational implementation of Lalla Hasnaa Sustainable Coast Trophies.
